Remove cygwin php handling in UAC elevation 

When called from a native shell and using cygwin PHP, cygpath translates
`/tmp` to `User\AppData\Local\Temp`, rather than `/cygdrive/.../tmp`.
This change does not affect using windows PHP from a Cygwin shell.
