Kunal Mehta 14d1f0f3f6 Move VersionParser::parseLinks() to ArrayLoader::parseLinks() 
Working towards #3545.

parseLinks is a wrapper around VersionParser::parseConstraints() that
creates Link objects, and better belongs in ArrayLoader.
