move $length variable outsite foreach ( #6828 )

the `foreach` over the `prefixDirsPsr4[$search]` won't affect `$length`.
It's used for the offset of `$logicalPathPsr4`.

Where systems use multiple ini files it is perhaps more useful to
suggest running `php --ini` to see their locations, rather than showing
the loaded php.ini (if one exists).
