* PHPStan: Add error exclusions for sapi_windows_set_ctrl_handler function
* PHPStan: Add error exclusions for ZipArchive::LIBZIP_VERSION
* PHPStan: Require phpstan ^0.12.26
* Ensure zip ext is available on gh actions
