Add CLI parameters for disable/enable peer (#248)

* Add CLI parameters for disable/enable peer

Fixes tonarino/innernet#214.

* Formatting

* Remove redundant clones

* Require name for yes param

Yes param only makes sense if name is provided.

* Formatting
